CPU temperature fluctuations and high peaks
So like few days ago, I bought this gaming laptop with i5-8300h

On idle or web browsing, the temperature maintains 50 C but I noticed it has too high maximum CPU on gaming.

Even when I play minecraft with max frame capped, the max peaks at 97 C. CPU temp doesn't maintain that temperature but that few high peaks occur.

It can't be issues with dust because I bought it like dew days ago.

I undervolted and it is the same.

I tried to disable turbo boost by changing the CPU limit to 99%. The temperature dropped to like 60 C and the fan spins so much less, but I experience huge performance loss.

Well, if it does not crash it is probably how it is designed to work. A lot of laptops (and mobile devices in general) are. Have to do some research (reviews of specific models) before buying if you want to try avoiding this.
Also it can be just defective...

I noticed that whenever I open a new program, the CPU spikes. Even when like Opera browser, CPU peaks at 84 C. Is it normal?

It probably is. If you want to be 100% sure best bet is asking manifacturer's tech support.
