The 3900X throttles under extreme loads at stock even with a 280mm AIO, and it's not a mounting issue, because I've tried things differently with little to no change whatsoever.
The cause is simply because PBO cranks up the voltage to its maximum across all cores and drives it into an unsafe level, so it throttles and ends up running 1.5v @ 4.2 GHz during an extreme load. Stress tests are a good example and test method, because it instantly throttles the 3900X at stock/PBO.
With a per CCX OC, the voltage remains where you set it to and the temperatures remain under check, and as a result there's no throttling. The same thing has happened to people with the 3700X and the Wraith Prism under similarly heavy workloads.
yeah, thats my worry. i just want a cooler that keeps the cpu in normal temp limits, like i dont want this thing to be melting under heavy load, but if you guys say the stock cooler will work, then ill give it a try.
Already did that, I have a Per CCX OC running, and it's better than anything PBO can do in its current state.
A cheap Hyper212 EVO would do fine.
I just don't like the CM fan it ships with.

3600 and 3700X stays below 70*C with it.

they improved the Wraith Spire and Wraith Prism after the first gen Ryzen.
I just put a 2700x together yesterday to replace my FX8350.
The 2700x has a stock wraith Prism aka wraith Max also comparable to the cm212 and gammaxx 400, the 2700x with the prism for me keeps the cpu at 4100-4175mhz and 57-62c under load. It is a good upgrade for my GTX1070.

Get a noctua NH-D15, the best air cooler, and pretty silent.

However your case doesn't support this cooler by tiny millimeters.
Max height is 150mm

waste of moeny tbh. The H7 was ncie durign the times it cost as much as the Hyper 212 2 years ago. now with the price doubled the marginal 1-2C doesnt cut it anymore. espacially if you get a LC-CC-120 for way less and same performance as both.
