any gpu can be overclocked, results depend more on its power delivery and cooling
but any can be overclocked
ti is a different ver gpu, most often more cores, tmu and rops

But if you go compare a 980 Ti to even the cheapest stock 1070, they game roughly the same, 10 series are all pascal based though which is much better overall and a 1070 would require less power then a 980 Ti
