Also when I turn off the power supply, after a long while I'm able to turn the pc back on.
Yellow LED indicates a RAM issue.
I suggest to disable the fast startup of Windows 10. You find it in the Power Settings.

Post a CPU-Z validation link: https://www.cpuid.com/softwares/cpu-z.html
You can either
download the Setup file for an installation of CPU-Z or
download the ZIP file for a portable version (recommended).
Execute cpuz_x64.exe. Click on the button "Validate" and then on the button "Submit". Copy and paste the link that your browser just opened.
This looks framilure... Alternate Method, if @Bananarama doesn't fix the issue first...
If it's not your RAM issue, could it possibly be linked to your VRAM instead???
RAM = Memory on Motherboard
VRAM = Memory on GPU
But the GPU connects to the Motherboard, so
i'd think it could still effect the Motherboard...
If it's the VRAM, you'll probably need a New GPU, possible things
can be where your PC can go black, have color problems on screen,
& such, PC can get hot causing noises... & there is also the constant
Restarts of the PC... At least that might be related to VRAM...

My PS3 had an issue like this, where you wait long enough you can power on
the PC, but it doesn't happen very often, & eventually it stops all together...
That was related to the PS3 GPU as well...
booting up with a linux boot disc and shutting it down from within that?
just disconnecting power so that it powers off by loss of power?
use a third party program to shut it down instead of actual windows shut down?
