GTX 1070 Max Clock Speed Stuck on 139MHz

My GPU is stuck at 139 MHz with sub 30 C temperatures.

Whenever I'm playing a game, task manager shows that the GPU usage is maxed out, while the clock speed stays at 139 and the temperatures are low.

I've tried changing the power settings in both the Windows control panel and the Nvidia control panel and I've tried overclocking/underclocking to zero success. I've also tried reinstalling windows, uninstalling and reinstalling drivers, and switching out my power supply.

Does anyone know of any solutions?

I've been getting bad frames for a long time, but I never sat down and actually tried to figure out what the problem was. I just tried reinstalling drivers/windows which didn't help. I have exactly the same issue.. and also did all what you did, reinstalled everything including windows, Nvidia, using DDU, and my GPU still stuck at 139mhz.. Were you able to fix the issue?
My temporary fix is to use MSI Kombustor and run the benchmark, the GPU for some reason sometimes goes up to max clockspeed which is 2,000mhz then I use Evga Precision X1 to turn on the "Lock Boost" to keep the GPU running at max speed until I stop gaming.

I think I have found the solution, I leave the video, I have no way to verify it but it is the only video that physically repairs the problem. sorry for my English I really speak Spanish but I am excited to help those who have the same problem as me, I hope someone can check the solution of the video.

What are the pc specs? Mobo, psu, cpu.

I have brougt an broken GPU (GTX 1070 strix OC) with the exact same problem. I dont understand russian but I think I know what the person in the video did. He swapped the power controller for the GPU powerphases out. My GPU uses the uP9511P controller , you can find stuff like this cheap on aliexpress. Luckyly I have such an contoller in new codition lying aound.
After reading all the comments it seems that the controller is slowly going to die and needed to be replaced.
So I will try this out and keep you updated.

So any news about it? Whenever i try to undervoalt my inno3D gtx 1070 i get the opposite of what the result should have been, meaning worse fps and gpu clock at 139MHz. I also get random black screens while gaming…Though i found something weird about having 5< Watts at my PCie power slot and 12< watts at my 8 pins.. idk if that’s normal for a 700+ watts psu..anyways my birthday is coming soon i’ll just have to change to the RTX 3070 …

Black Screens would be the display driver crashing in most cases.
Clocks not raising is also a potential driver issue, or something on your PC not allowing the clocks to raise properly.

If you havent tried the DDU method thats the first place to start.
