GTX 1070 Max Clock Speed Stuck on 139MHz
My GPU is stuck at 139 MHz with sub 30 C temperatures.

Whenever I'm playing a game, task manager shows that the GPU usage is maxed out, while the clock speed stays at 139 and the temperatures are low.

I've tried changing the power settings in both the Windows control panel and the Nvidia control panel and I've tried overclocking/underclocking to zero success. I've also tried reinstalling windows, uninstalling and reinstalling drivers, and switching out my power supply.

Does anyone know of any solutions?

Where are you getting this '139MHz' number from exactly?

use ddu in safe mode to wipe drivers and get the latest from nvidia

change windows power plan to performance

Are you getting the Performance you expect? If you are don't worry to much about it.

there are some gpu oc utilities that do not work on the newer gpus
if you tried one of them and it locked the gpu to its idle freq you may need to reinstall the os

Sounds like your situation is pretty unique, that even a clean reinstalling of Windows doesn't help. Here's a few questions for you if you don't mind:
1. When does this 'locked clock' issue begin to happen for you?
2. Is your 1070 purchased brand new?
3. Have you tempered with any BIOS settings in your motherboard?

So, not upclocking like its supposed to..
What wattage PSU's do you have/tried?

Did you manually install the NVIDIA driver or only the one Windows Update auto installs?

If your gpu is suddenly stuck and wasn't beforehand then something has changed to cause it. And as gpus don't get stuck by themselves, that something is more likely to be something that you did than a fault. So have you been changing things?

Also as the max frequency is around 1500 MHz, 139 sounds very strange.

My Asus GTX 1070 go far as 1700 MHz and max boost clock about 2100 MHz

How high one model or another clocks is irrelevant
the OP's problem is his GPU is stuck at idle clocks for some reason

Would probably be best to contact the manufacturer for support if even reformatting didnt fix the issue (Assuming the drivers were correctly installed each time and DDU was used to troubleshoot first)
Nvidia settings, Max Performance choosed
What GPUz says?
Voltage setting are normal?
Try remove drivers with DDU
Does the clockspeed change if you apply a custom profile via MSI Afterburner?

Look at the power plan settings in detail e.g. the link-state should be off. There is the same setting in the bios which should be off too (I think). Check all settings in both windows and bios.

If possible try the card in another pc.

I would delete any overclocking software like msi-ab and riva tuner including any settings profiles.

The clean install, was that with a disk wipe or just a reinstall over the top of another version?

What are the pc specs? Mobo, psu, cpu.

Post a CPU-Z validation link: https://www.cpuid.com/softwares/cpu-z.html
You can either
download the Setup file for an installation of CPU-Z or
download the ZIP file for a portable version (recommended).
Execute cpuz_x64.exe. Click on the button "Validate" and then on the button "Submit". Copy and paste the link that your browser just opened.

Update your BIOS. Install the latest drivers from the motherboard manufacture's site.
Any vBIOS update for your graphics card?

Check where the display cable leads to. You might be monitoring your dedicated GPU but using the iGPU instead. What setup are you using? One or more monitors?

Does a monitoring tool report a reason for the performance cap?

try gpus, render test
gpus -> click the ? under the amd/nvidia logo
switch to sensors tab
then start test

watch the core clock speed

Had a problem similar to this once. I'd play a game for maybe 30 minutes, the display driver would crash & recover, then the gpu core frequency would only run at 200Mhz. Had to restart the system for it to run at normal frequencies again - only to repeat the process. Wound up RMA'ing the gpu.
