optane is overrated, just get a nvme 500+g ssd for the os and a few games

Alternatively use a 128GB seperate partition on the SSD as dedicated cache to the 2TB storage drive in a pseudo optane fashion via Primocache (I think you can use parittions and not whole drives, but I could be wrong there).

it will turbo all cores as long as temps are in check and the board can maintain core voltage
the ram speeds can be ignored on most ddr3/4 cpus, thats what the imc is rated for, but they can go faster

z390 - good - supports fast memory and overclcoking if you decide to go for the k (which I would)
ram - buy something near the top of this list (large difference in performance on some titles between ddr4-3000 and 3600)

gpu - 2080 super is good but check reviews for the best model (they don't all perform the same)
make sure it has the connectors for whatever you intend hooking it up to
psu - I would go for a 750W tier A from this list

nvme -- make sure it will fit size and connection wise (the mobo appears to have 1 nvme socket only)
optane - forget it
2tb hdd and 512 ssd seems a bit strange
better -
1 nvme for the o/s
1+ ssd for games (games benefit from ssd) or nvme if the mobo can handle more
1 hdd for backups and important docs
We need to know the type of game that you want to play and the monitor specs. If you want to use an existing monitor the make and model are needed too.
