The usual reason why tier D etc are to be avoided is that the power output is not within tolerance for gpus.

Normal - yes, if it's a good one. Common - no. The reason why people buy at the top end is for the use of premium electronic components and top operational performance.
For example, assuming it's high quality, 1000 W means the psu has larger capacitors than those in smaller psus. So the capacitors won't produce much heat. No heat = no running fan and minimal degradation over time of the psu and pc components. Plus mInimal ripple, desirable for overclocking. And a higher quality fan.
700w was not enough for me.
@OP what are the system specs?
also i'm only asking about the quality of the psu not watts. quality make a huge difference
700w is more than enough for your build tho
