DDR3 will not fit in a DDR4 motherboard.

No. Completely impossible. Even if motherboard has both types of DIMM slots (some older models) only one of them can be used at a time.

DDR2, DDR3 and DDR4 all run at different voltages.

This is the correct answer. DDR3 and DDR4 use 240 doublesided pins to connect to the motherboard. Even the key notches match up. The problem is that DDR 4 rerquires lower voltages per clock speed. Pairing a DDR3 RAM with a CPU that uses DDR4 will fry that CPU's DMA chanel.

I think, OP asked about something like this: https://www.anandtech.com/show/9411/motherboards-with-ddr3l-and-ddr4-biostar

there are a few 1151 boards with ddr3 and ddr4, but they ahould be avoided at all costs
you cannot mix ddr3 and dd4 on those boards, you use either one or the other

but ddr3 will severly hurt the performance of a compatable cpu in those boards
and you will need ddr3L (low voltage, 1.35v) to avoid doing damage to the cpus imc
No. Different chipset and socket.

You need a special Motherboard to mount DDR3 and DDR4 RAM. However you need DDR3L at 1.35V.

They work together on Skylake as the memory controller is the same.

As fat as I know, no motherboard allows to mix them. This is not depends on them - this is MCH limitation.

there were boards that used sd/ddr and cannot mix them
same with ddr/ddr2 and ddr2/ddr3 that cannot mix them
each ram gen has different timings and speeds that are not compatable with eachother
