Currently with Intel you will have to pay nearly twice as much for a chip with slightly better single core performance and significantly worse mutli core performance. This expensive Intel CPU price is due to a Intel CPU shortage, it doesn't appear to affect the US that much (yet) prices in the EU have doubled.
What GPU you combine it with doesn't really matter. This thing can handle anything.
If you just want to run it at stock, 40$ more is an ok price. But if you plan on doing manual OC, might as well save the 40$ and get non-X.
I would upgrade that GPU eventually ,but maybe wait for Navi as there could be some good, fast, cheap cards coming.
Don't bother with liquid cooling unless you are doing it for the looks. A ultra low-end liquid cooler costs just as much as some of the best air coolers you can buy.
The 120mm AIOs are useless. They are not any different from air cooler of same price. And often are worse than one.

Absolutely silent and cools like a fridge. Overclocked my ryzen 1700 on all cores and stays chilly at all times.
Get a b450 or X470 board instead.
