Your example was deus ex. I have a 2080ti and i have zero problems to max out my gpu usage with this old game. This is why i said gpu stress test with game x doesnt matter if you can max out your gpu usage. 99% in deus ex or 99% in mw produce the same stress and heat.
Temps in game x doesnt matter if you cant compare your gpu load.
You ask why you have diffeerent temps in different games.
Simple awnser because your gpu load is different. Why its much lower in older games ?
Because your cpu is to slow to feed your gpu assuming you have no fps cap.
How to compensate if you maxed out ingame settings? use dsr and play on 2/4/6/8k to use remaing power

to stress test a build for 24hrs, use ibt and gpuz render test at the same time
1.) STEEP = Has Settings from Lowest, Low, Medium, High, Ultra High, Ultra, & Ultra +
2.) Shadow Of Mordor = 4GB VRAM barely functions on the game at all...
3.) Watch Dogs 1 = Very CPU Heavy, somewhat decent GPU required...
4.) Watch Dogs 2 = GPU Demanding, somewhat decent CPU...
5.) Final Fantasy XV = I would Imagine...
6.) Dynasty Warriors 9 = It has FPS issues during Rain & Snow, as well as other areas...
7.) The Evil Within = Seems to be heavy on the PC as well...
8.) Mortal Kombat 11 = Getting 60 FPS might not be an Easy Task...
9.) Jump Force = Getting 60 FPS might not be an Easy Task...
10.) Arkham City & Knight = Rain drops your FPS to a crawl in the City...
I have all of those except for :
1) STEEP
2) FF XV
3) Dynasty Warriors 9
4) Jump Force
MK 11 is stressful ? Weird my GPU temp always sits at 65'C while playing that game. Game runs super smooth 60 FPS with MID-HIGH settings. Awesome game BTW.
I didn't say you can't get 60, I just said it's not an easy task... Some Users might get 60,
but other Users can't even get 30, lone enough higher then 5 to 10 FPS...
Krypt, Crushing Blows, & Fatalities are the most demanding part of the Game...
You also didn't specify your Resolution...

Don't even get me started on higher resolutions. XD
It runs just fine on my 1080 Ti at 1440p. You just have to fine tune the settings.
