Most likely the controller is dead. But you never know because controllers on Windows are a mess they always have the weirdest issues.
SCPToolkit itself is fine but there are some binaries floating on the web which indeed have malware in them.
Source code of the program: https://github.com/nefarius/ScpToolkit/ Check it and compile it, this is the safest way of aquiring any software.
Precompiled binaries: https://github.com/nefarius/ScpToolkit/releases Most likely safe since this the official source, but easy to hide malicious software in it.
SCPToolkit has been dead for years. There should be some forks of it which are still maintained, but I don't know any by name.
I dunno if the SourceForge page is official. I don't like using SourceForge, it makes me think about Softonic.
Steam has native support for DS4 controllers now. Personally I switched from SCP to DS4Windows and am sticking with DS4Windows as I can configure the controller to behave the same on other platforms.
Try another way to use the DS4, Steam Native or Ds4Windows. If all other buttons including L3 work it's possible the controller is at fault.

That version never once found an update available using it's automatic checks. I did disable the self checks after 6 months or so and never look for others. Worked as required so didn't need to look andf I used it for 3+ without issues
SourceForge one is posted from some SF stuff, so I think it got to be safe as well.
It's not dead, it's completed. I mean, it perfectly works with both DS3 and DS4 I have, also with my cheap BT dongles, no issues whatsoever, so there's basically nothing to update there either way.
Take the time to disassemble your controller and clean + lube it.
Either way, as you said, if one runs their games via Steam - there's little reason to use any X360 emulator, Steam does handle DS4.
The installer injects you with some adware ♥♥♥♥ detected by AdwCleaner as "PUP.Optional.Legacy" everytime you install or uninstall.

Yes, i am using Native Support / Big Picture mode.
I followed the tutorials steps and am now in the controllers config settings for GTA V
I noticed something weird: The left stick has a LS click (left stick klick) but the right stick didnt have a klick. I just loaded up the most popular Community made config preset for a DS4. Now it has an RS klick. Ill try now.
