change windows sleep settings to never
This disables "advanced" pci-e features in windows like hotplug and some power saving features. Seems to help some people with navi cards. To revert it replace "forcedisable" with "default". Requires reboot.
Also if your bios has such settings try disabling pci-e power saving there.
If it does not help - try disabling enhanced sync, then freesync.
If it does not help too - try reverting to last 2019 driver (19.12.1).
Sadly navi drivers still have a lot of issues...
