Test if the controller is working in the Big Picture interface. The controller should just work. If it doesn't work make sure you are using a USB cable capable of sending data, some cables commonly bundled with phone chargers will only charge.
Open Big Picture mode and see if the controller can navigate it's interface, if it can you are using the right cable and the controller is working.
You can open Big Picture mode by clicking the box with the two arrows in it at the top right of the Steam client window.
You won't be able to use that against a kid as you simply don't know where I got it from and what it represents. But you can try, I don't mind.
Go into steam big picture mode and change the controller options. Untick boxes for ps4 and Xbox, tick box for Generic. Exit BPM and Steam Client. Relaunch steam and now try the controller in BPM and see how it does.
Games like TF2 and CSGO don't support controllers, but they will work in such games if the game is launched from within BPM
Just uinstalled SCP again and connected my retired DS3. First game I tried with it wired it worked fine, I then tried it connected via BT and it worked fine. Nothing wrong with SCP.
Version I used is found here.

If it's not working wired be sure you're using a data + power cable and not just power/charge only.
I'd also suggest checking the controller actually works on a PS3 as it could have failed and it'll never work on PC no matter what you try.
Ran into similar challenges this evening. If there is an FAQ with steps , please point out thank you.
Game : Lovers in a dangerous spacetime
Platform: Mac OS X Sierra
Controllers: Tried PS3 Bluetooth (mac claims they are connected via bluetooth) and nobrand wired PS4 controllers to no avail.
Steps:
0) Unplug real PS3
1) Plugged USB cable (data one) into mac. Lights on controller flash
2) Unplugged until lights went out. I'm told this resets them from pairing to PS3.
3) Hit PS3 button
4) Wait until something shows up in bluetooth preferences
5) Pair
6) Verify this now shows up as a device in the bluetooth menu.
7) Launch Steam
8) Steam sees it needs to install a driver and shows picture of PS3 controller
9) Let the driver install.
10) Mac says it sees a new keyboard (?!) and I should hit the key to the right of the left shift key. If this is the PS3 controller, that's a dandy of a question
11) After just hitting the key on my real keyboard, do the same and hit the key to the left of the right shift key. Then select ANSI.
12) Reboot machine from space. Only way to be safe
13) After restarting computer, hit both PS3 controllers (I paired 2) and note that they
a) both show up as connected in mac bluetooth menu
b) both have all 4 blinking lights
14) Launch steam, then launch Lovers. It says controllers are recommended.
15) No controller actions register.
So in the end it doesn't look like either
a) this version of steam (Dec 16 build, v020 API) is able to connect to the PS3 controllers or
b) Lovers on Mac can't do it or
c) still something I need to do.
Some things I saw that I haven't tried include resetting the controllers with pins, etc.
Not sure how the conversation above is making progress without explaining exactly what you tried in terms of steps. I've heard that this doesn't work unless you uplug first, then hit the PS3 button, and then pair after the lights go out. I did that exactly. Little things like that seem to matter but not working for me.
Also would be great to hear if there is a good way to test besides seeing the controllers show up in the bluetooth menu.
1) I noticed some of my ps3 controllers had a different name and that 2 of them had "controllers" mispelled. I searched online and found out that 2 out of 4 of my controllers were chinese knockoffs that were being sold as Sony controllers on eBay. Awesome! These will never connect.
2) I Found an AppStore app for mac os x that helps test controllers called "Controllers lite". With this I saw the sony ones were connecting. The one with a dead battery would work as long as I left the USB powered. Now I knew I had 2 controllers that were working with the OS.
3) A bunch of googling basically showed me that "Love" barely works right with controllers and that only the Xbox ones were really blessed.
4) Someone on that commuity thread turned me on to something called "Joystick Mapper" which maps controllers to keystrokes. It was scoring a lot of 1 star reviews, but turns out the latest Mac OS X broke it (big surpise, Apple engineering losers) and that he refreshed it and all of the whiners had nothing to whine about anymore- thing is awesome.
5) took 2 screen shots of the keyboard mapping and in about 5 minutes had all the keyboard equivalents of the controllers mapped using Joystick Mapper.
6) Fired up Love and low and behold- everything working AWESOME.
Once I nailed the controllers working with the OS, I was able to get the steam controller settings all working, but the game didn't work with those. The Steam Big Picture mode was working perfectly without Joystick mapper, but the game didn't.
Honestly, the Steam joystick support looks good and it also has a keyboard mapping facility. I had already gone down the road of joystick mapper and I think it will be useful in the future for other stuff outside of Steam and I TOTALLY recommend it.
For the group, I wish I had done a bit more experimenting with the STEAM keyboard emulation configuration but I can't comment on it.
