Get anything from Tier B+ and up.
450w is kinda low, as long as you dont have a high tdp cpu/gpu it will be ok

if its new return it and get a 1060 6g-1660ti or better if possible
those are under 125w, will be fine with the vs450 in that build
make sure the headset is fully charged before using it
Look at 2070 Super and Gold certified 650w psu
if the system is running fine its not a power supply problem
1060 6GB / RX 580 8GB are basic bottom line for VR. But given what's out atm, I wouldn't suggest below 5700XT / 2070S
Then a decent PSU...
