Does anyone else use NVIDIA Inspector? Is this a bug?

Well, the graphics card I use is a Gigabyte GTX 1660 Ti 6GB Gaming OC (3 fans). My issue is that after closing a game the fans on my card will keep spinning even though the temperature is 39°C. The idle temp is usually 44-45°C. But the fans will keep spinning like the game is still going. The only way I found of fixing this issue is telling my PC to sleep for the fans to stop spinning. I made a list of exceptions for the games to utilize the graphics card while under load for the Full 3D Applications box in the Multi Display Power Saver window so I wouldn't tick the Target GPU box every time I start a game up.

NVIDIA Inspector version is 1.9.7.8.
