I would like to stay under 30" , curved or non it doesnt matter, truthfully I dont even know what g sync is so if it has that cool. Honestly, I just want a good monitor. No special bells and whistles needed. I just want something solid, with a low response time.

Get a 2070 Super for less than half the price, upgrade when the performance is unsatisfying at a later point.
You pay for~20% performance increase - 2070 Super to 2080 Ti - 160% more.
You will anyway be CPU bound at this resolution.
As Snow mentioned, you will hit 144 FPS with this build, but in many games you won't. In many games you won't even be close to 144 FPS average.
even if you are only getting 60-70fps, it will display next/dup/partial frames sooner without dropping frames
60hz = new/duplicated frame displayed every 16.6ms
144hz = new/duplicated frame displayed every 7ms
