Will I be able to run games on a 144hz 1440p monitor with my setup?
How does a 144hz monitor work, I should note that I do not play with V Sync on, but will this have a affect on my gaming experience? If I cannot reach 144fps?

I dont know much about monitors and I dont know which one to get, or how things work. If a game on my computer cannot run at a solid 144fps at my desired settings, can I downscale to 1080p and if I can will my game look blurry? Does anyone have any good recommendations on monitors or a link to guide on things I need to know about 1440p monitors?

I would like to stay under 30" , curved or non it doesnt matter, truthfully I dont even know what g sync is so if it has that cool. Honestly, I just want a good monitor. No special bells and whistles needed. I just want something solid, with a low response time.

This one is decent.
2080 Ti shouldn't have problems with 144 FPS at 1440p ultra, but it depends on the game.

Well, I'm gonna be annoying and tell you, that the 2080Ti build is wasted money on 2560x1440.
Get a 2070 Super for less than half the price, upgrade when the performance is unsatisfying at a later point.
You pay for~20% performance increase - 2070 Super to 2080 Ti - 160% more.
You will anyway be CPU bound at this resolution.

As Snow mentioned, you will hit 144 FPS with this build, but in many games you won't. In many games you won't even be close to 144 FPS average.

Most of them yes will run at max settings 144 fps 1440p and 1080p but in some games you will need to put the graphics on high instead of ultra. And no 2080ti is not wasted with how demaning ray tracing is. You can use 4K DSR if you want. When i get 3080ti or better iwill keep the 24'' 2560x1440 monitor i have now.

Also tomorow is CES, there Nvidia and Ati will announce the RTX 3000 and RX 5900XT. I recomend wait for them. Get only the motherboard cpu ram and hdd now but keep the gpu you currently have. That what iam also doing. I have RYZEN 7 1700 16 GB DDR4 3200MHZCL15 GTX 970 G1 GAMING DELLP2416D 24'' 2560X1440 60 HZ IPS but iam waiting for RTX 3080TIo or better, as buying a 1 yeae old gpu like RTX 208TI when the next series is so close is waste of money.

"So close" means "in 9-10 months" (Ampere should be released in 4th quarter).

Not all. At least not at max settings.

keep the display at 144hz
even if you are only getting 60-70fps, it will display next/dup/partial frames sooner without dropping frames
60hz = new/duplicated frame displayed every 16.6ms
144hz = new/duplicated frame displayed every 7ms
