Overclocking Ryzen is pointless, you don't get any real benefit over stock because AMD has the CPUs set to their safe maximum out of the box. AMD themselves have said that.
Besides, if you're willing to spend ~100$ on a better cooler for a 2600, you're better off just buying a Ryzen 7 CPU that comes with the Wraith Prism, like the 3700X.
I know that Noctua NH-D15 is overkill for this cpu but I don't want my cpu to get hot and i live in a hot environment so in these cpu which one is the best in removing heat?

Heat is not a problem until you exceed 80 degrees celsius under your usual loads while gaming. The 2600 shouldn't even get that hot unless you're stress testing it with the stock cooler.
