for os its a massive difference between 5x00, 7200 and ssd
TBH your Primary drive should be an ssd 240GB ssds are cheap now, your 2nd game drive should be 7200rpm 3TB Seagate and Toshiba are both fast and cheap per TB, storage music/photos/vids 5400-5900rpm are fine.
Ps, the WD 4TB Black isn't all that great it's the 6TB black that's the WD beast.
will 5400 rpm ever bottleneck in gaming, video editing speeds for example?
It is hard to say anything specific as things vary a lot between specific hdd-s.
i avoided/avoiding SSD because storage price is still worse than HDD and I worry the long term reliability after many writes since it is flash memory. I mentioned the WD black 4 TB because i currently use the WD black 1 TB; it's been good to me.
A 4 TB SSD would be nice lol, but it's a lot of money.

As for reliability concerns... hdd-s are not unlimited either. They just do not mention limits for consumer drives. If you look at enterprise hdd-s they have rated limits for number of i/o operations too, mostly because of mechanical wear.
For home use ssd rewrite limits are mostly irrelevant making them often more reliable than hdd-s. And if you are worried about data you should have backups anyway.
