CPU only at 40-50%, why?
My GPU is at 97% while my CPU is only using 40-50% while playing a game on Ultra settings ( Outer Worlds ). The game feels smooth but often stutters.

Is this from the low CPU usage or that I only have 8GB RAM (Only 2,000 MB is being used while playing)

I'm able to have netflix and a youtube video playing at the sane time on chrome without any lag while the game is running in the background...

Specs:

RX 580 OC
FX-8350
8GB DDR3 RAM

Low CPU usage is fine. You only need to worry if your GPU is barely being utilised while your CPU is being 100% utilised and causing really bad performance.

Stuttering is kind of inevitable with weak CPUs like FX series. All you can really do is get more RAM and improve the FSB.

I noticed when playing it over a month ago that the frametimes are all over the place.

Would an extra 8gb of ram make a difference, it would be much easier than getting a new mb,ddr4 ram and a cpu. Task manager says only 2GBis being used.

Might not want to hae Netflix and Chrome and YouTube all open, that’ll take a chunk out of your RAM when gaming.

this completely depends on the mobo
not all fx 'compatible' boards are good for fx or overclocking

if its a 6xx-7xx-8xx (960 = 760g, 980 = 880g) board its for aii/pii and modded to run fx with nerfed specs
only fx chipsets are 970 and 990fx, and avoid most msi am3/3+ boards

the game or programs may not be able to use 8 cores/threads
if a game is limited to 4 cores/threads it can only use upto 50% of a 8 core/thread cpu

The game might not be very demanding also.

But 8gb ram isn't enough for sure.

And unless you have a 990fx board, no FX cpu will be used properly anyways.

I went down to high settings and am getting atleast 60fps now, stuttering is way less noticeable.

What i've seen from this game is ~5-15% on old 8C16T intel cpu at 60 fps and stutters if the game is on slow storage. SSD fixes stutters. I've also seen ram usage (system total, not just the game) from ~10Gb on load to ~14-16Gb after a while. Yes, i have browser, steam and whatnot in background so my "idle" usage is somewhere around 4-6Gb, but what the game uses is still nowhere near "only 2Gb".
My guess would be you run out of ram, use swap and get stutters as a result.

How do you check RAM? I opened task manager when I was in game and Memory said 1,900-2,000 MB.

Also in that where it says Core Clock I can turn it from 1380 to 1770mhz, my card is the OC version.

Ps, as old as the FX8350 is there are very few new games that push the cpu to %90-%100. Yes you really should have 16GB ram in general.
