and here is a list of supported memory ,modules for a summit ridge CPU .. ie your ryzen 5 1400 CPU is a summit ridge CPU

https://download.gigabyte.com/FileList/Memory/mb_memory_b450m-ds3h_summit.pdf

make sure you update your system bios ..those dimms are listed in the QVL list of supported modules
CORSAIR 8GB 1Rx8 CMK64GX4M8B3200C16

try em in banks 1 and 2 and do not use your old ram

Due to CPU limitations, read the following guidelines before installing the memory in Dual Channel mode.
1. Dual Channel mode cannot be enabled if only one memory module is installed.
2. When enabling Dual Channel mode with two or four memory modules, it is recommended that memory
of the same capacity, brand, speed, and chips be used. For optimum performance, when enabling
Dual Channel mode with two memory modules, we recommend that you install them in the DDR4_1 and DDR4_2 sockets.

Ryzen is extremely picky with RAM.

Make sure that you aren't using the old RAM at the same time, as Ryzen hates 4DIMM configs where the sticks aren't all identical in spec and at their rated speed (i.e. XMP)

Update BIOS, might be on an outdated AGESA version that doesn't have compatibility with that kit.

Try slots 1 and 3, and try one stick at a time to see if it could be a dead stick in the kit.

so slot 1 and slot 2 should be used ....according to the official manual from gigabyte

Your manual says otw

whats otw
otw=otherwise

in other words, you don't have them in the right slots for dual channel, which appears to be a separate issue from what you are experiencing which is possibly incompatible RAM.

no his ram is listed in the QVL list from the official manual i checked see my above posts .....

i do agree he should try 1 stick at a time at first tho to make sure he does not have a dead stick or a bad ram slot ..and make sure your ram is properly seated in the slots .. that some times can be hard depending on your case config

but the manual clearly says use ram slots 1 and 2 ..and his new mem might not play well with the old stuff still installed ..and he should check for any bios updates available

tested both sticks individualy and both cant boot up the pc, im prob gonna get a refunjd
what bios version is your board on ..put back in your old ram to check

the F 2 versions says Improve memory compatibility

so yes you may need to update your bios with your old ram installed before you can install your new ram

Right above it, it clearly states the usual configuration, and it's more likely an issue with RAM compatibility itself, as Zen usually has issues with 3200 MHz on lower end boards like the DS3H series. A lot of the time, people have to drop down to 2933.

Having only 3 listed kits on the QVL for 3200 MHz is not a good sign, especially when it's the maximum listed speed for that CPU. From my experience, the closer you get to that maximum, the larger the chance that you'll experience issues.

QVL is not actually guaranteed to be problem-free. It states on the QVL that 3000 kits have to be dropped down to 2933, and I've used a 3200 MHz kit with the 1700X in the past that was on QVL, but still caused BSODs. The issues stopped when I bought G.Skill Flare X 3200 CL14.

QVL doesn't mean 100% support, it merely means the manufacturer TESTED the RAM and it POSTed with the RAM in their test.
