SteamSetup.exe download for windows not working
New to steam. Trying to download Windows desktop version for steam on HP Windows 10 desktop computer but all downloads fail. Get messages for "insufficient permission", "Network error" and "download error". Have tried downloading through Chrome, Internet Explorer and Firefox. Every time i fix an issue it reverts to the other. Have tried 'Save as' to several folders. Am downloading on Administrator profile. Do have Microsoft Family installed but am not getting any notifications indicating this is causing any errors. Have tried rebooting several times. Have tried updating ALL web browsers and downloading again. Why cant i download this app???

Might be due to the antivirus software. Maybe try disabling port checking options.
download under an admin account.
login to windows admin account, download/install steam client.

no problem downloading/installing steam client here on my potato PCs.

The actual download shouldnt be a problem with your av or firewall.
Only when you try to install it?
Then you should rightclick the installer run as administrator.
Are you downloading from here?

I have the exact same problem. Not a single forum post or a indian guy on yt worked. Did u managed to fix it somehow?

The error "insufficient permissions" is telling you it cannot write to the download folder. Check folder permissions and available space, optimise drive and check for errors or create a new folder and download to it.
