Yes it will run Ryzen 3000 CPUs. We don't know if it will run Ryzen 4000 series because they haven't been released yet nor has AMD made any comments on this.

If you were to buy this board now it would most likely come with a modern BIOS which does have Ryzen 3000 support.

Also I recommend the Gigabyte B450 DS3H over the ASrock.

I recommend the B450M Pro4 over the B450M-DS3H, personally. The ASRock board has better rear I/O and side facing SATA ports. I absolutely despise vertically facing SATA ports near PCI-e slots, because it makes using them a bit annoying with a large GPU installed.

Most boards you can buy now will have updated BIOSs already. You can contact the seller and ask them if the board is Ryzen 3000 ready or not.

And it has Q-Flash... Can be updated without CPU.

You need Q-Flash Plus for that functionality. This is just Q-Flash, which is just like all other BIOS updating utilities. It requires a working CPU since you need to get in to the BIOS.
