Building a whole new PC would be better.

those cpus are capable when oc'd to around 4ghz
but in the oem board its not possible (and its 4g of 1066 ram is shooting itself in the foot, along with the hdd)

save up $600+ for a new build

on the cheap, find a used office tower pc with a 4xxx or later i5/i7 with 16g of ram (usually around $100)
then upgrade the gpu and psu ($300 for 1660 and quality 550w psu)

will be good enough for most games at mid+ 1080p60 for around the $400 mark

What sort of a budget do you have? Would you be interested in a larger upgrade?

Does your power supply have cables with 6 and 6+2 pin connectors? If not you'll be limited to low power low performance units.

4GB of RAM, ATI, Nehalem... That thing is a relic from a bygone age. If you have the money replacing the whole thing would be a good idea, Amazon Christmas sales on Ryzen parts are still going on.

many of those oem boards will not take a modern gpu
they have the pci-e x16 slot, but bios will not recognize the 9xx or later gpu

A new PC seems a better idea. Try to use the windows licence you have for windows 10 home premium to hopefully save some cash on that. The price/performance of R5 3600 based ryzen seems optimum right now. Also the B550 motherboards are out soon so may be an option.

Also support for windows 7 is running out very very soon.

To put it in context a gtx750ti is on par with an HD6970 and both are better than the old HD4870 so a budget end used Rx580 $100 or GTX1650super are both light years ahead of what you have now.

Ps, move to win 10, you just use your win 7 key for win 10.

You might want to flip through ^ that.
