How much RAM do you have?
Do whats suggested above first, do Driver only Install, then Custom Install, only install PhysX dont install GFE, and go from there.
If you drop the settings and FPS doesnt change then its possible you're running into a bottleneck.
Other thing would be to make sure windows power profile is set to Performance
You can also set the NVIDIA power setting to Performance as well, see if that makes a difference.
Also be sure you are closing out any processes/programs that dont need to be running while you're gaming to limit other possible causes, this includes web browsers and the like.
Thank you both for your replies. When I removed my 1060 I used ddu to do a clean uninstall, so I don’t think it’s a driver issue. I will retry with only PhysX as you said.
I did double check that all power connectors were plugged in as well so I don’t think it’s that either. However if there is a way to see if the GPU is getting enough power, how can i look at that?
Why would it be a bottle neck though, shouldn’t my 2700x be quite comfortable?

You got crap running in the background sucking up CPU cycles
Find out what it is and see if its something you can close
You can try using NVIDIA DSR to upscale your monitor resolution, see if that helps with your CPU and GPU usage.
