New RTX2070 Super underperforming
I recently upgraded from a gtx 1060 to an rtx 2070 super. While the frame rates im getting arent exatly low, they arent as high as they used to be. In CSGO on ultra settings I get around 100fps (1080p). Online benchmarks have people getting way over 300fps. This is the case in other games aswell. Battlefield 1, I get around 120 on ultra, which im fine with. However when I drop the settings to low, the fps stays the same. My GPU is paired with a 2700x, which shouldnt be a problem. I have noticed ingame that my cpu and gpu usage is rather low. In CSGO cpu was around 30% and gpu was around 18. I'd be really greatful if someone can help me sort this out!

Make sure all power connectors are plugged in. Make sure the monitor is plugged into the GPU, not motherboard. Use DDU in safe mode to wipe old drivers, then reinstall directly from Nvidia. Don’t install GFE.
What resolution are you using?
How much RAM do you have?

Do whats suggested above first, do Driver only Install, then Custom Install, only install PhysX dont install GFE, and go from there.

If you drop the settings and FPS doesnt change then its possible you're running into a bottleneck.

Other thing would be to make sure windows power profile is set to Performance
You can also set the NVIDIA power setting to Performance as well, see if that makes a difference.

Also be sure you are closing out any processes/programs that dont need to be running while you're gaming to limit other possible causes, this includes web browsers and the like.

Thank you both for your replies. When I removed my 1060 I used ddu to do a clean uninstall, so I don’t think it’s a driver issue. I will retry with only PhysX as you said.
I did double check that all power connectors were plugged in as well so I don’t think it’s that either. However if there is a way to see if the GPU is getting enough power, how can i look at that?
Why would it be a bottle neck though, shouldn’t my 2700x be quite comfortable?

Yeah Its not a high end psu but it should handle all my components. In my user benchmark it also says that my GPU is underperforming, not sure if this is relevant: https://www.userbenchmark.com/UserRun/23034569
Look at what it says
You got crap running in the background sucking up CPU cycles
Find out what it is and see if its something you can close

You can try using NVIDIA DSR to upscale your monitor resolution, see if that helps with your CPU and GPU usage.
