Yes, but remember, I don't live in a first world country. All of the parts are bought from eBay, Amazon and other pages (or directly bought from the manufacturers), shipped here and then sold, so they have to make profit and the only way to do it is raising prices way up. Not much people actually cares about having a good computer in this country I'm pretty sure.
The 2600 and 3600 are both expensive as ♥♥♥♥ too, I can't get them, and I would love to have a hexacore but our currency is getting devaluated more and more everyday, and prices are constantly going up, so I need to grab the best option before it's too late.
If I could wait for some months, I'd do it, but just can't wait right now.
If I had the money though, I'd buy a TR 1900X, which is still overkill, and I could pick it up for like $240 USD (which is overpriced, yeah, but well), together with some decent motherboard, but I'm fresh out of highschool, got no job and won't find any anytime soon.
If you want cheap, and do not mind stuff being essentially salvaged from old hardware - take a look at chinese LGA2011 or used 1st gen ryzen cpu-s form China. Can get 8-core for like $50 there, along with ~$70 motherboard and really cheap ram.

Tomahawk Max is for Ryzen 3xxx - and 4xxx, when they come out and an updated supporting bios becomes available.
A gen 6/7 i7 would mean I don't need to upgrade my motherboard, but you know how much an i7-7700 or 6700 costs? $385 USD, at the very minimum. Definitely not worth it considering I can get an R7 1700X for less than half the price (still I don't have the money so whatever).
A R5 2600 costs $178 USD here, without motherboard included. You get the idea.
Shiping is almost always free from there, at least to where i live. And there is no tax below 250 euro value for me.
So if it is different for you - definitely not worth it. Even adding $100 to the price makes it useless, it is salvaged used hardware after all, with its own set of potential issues and guaranteed issues.
Old non-server cpus for mainstream desktop sockets are almost always stupidly expensive and not worth the price, so in your situation it is probably better to just save for new hardware...

Or ♥♥♥♥♥♥♥♥♥ who think they know better. If you have a budget, stick to it. Don't let some wannabe ♥♥♥♥♥♥♥♥ guru convince you to spend more than you can afford.
