Ryzen 2700x high idle clock speeds

Basically im trying to get my 2700x to run at a lower clock when idle. For some reason it hovers around 4Ghz mark. I know that its safe for the cpu to be running at this idle speed, however it doesnt need to. I've tried chainging settings in the BIOS but that hasnt had any effect. I cant find an AMD cool and quiet setting in the BIOS either which apparently has solved the same problem for other people. My power setting is set to balanced.
Can someone help me out here?

What a silly thing to do, and simply "because it doesn't need to". No point trying to solve something that isn't an issue to begin with. Instead you should be putting the desktop into performance mode and optimizing settings so that the clock speeds are as high as possible while the system is under load.

I like to keep temps and sound as low as possible. I wouldnt call it an issue, however if there is an easy fix, I might as well make the change. My clock speed are as high as possible when under load, Im now trying to get them as low as possible when idle.

Instead of trying to adjust the clock speeds, just set the fan curve of your case fans and CPU fans to run at a very low RPM when temps are low.

( mind you going from such a drastic decibel change once you are under load will make it seem like the fans are even louder than normal once under load.)

Im assuming youre talking about the low-end gpu. Im upgrading to an RTX2070 super this christmas. Im also using a different 144hz monitor now.

It's perfectly safe, there's no reason to hold it back just for better idle temperatures. Nor is it out of the ordinary.

I dont need you telling me what me and 2 others have already stated. I know its safe, and I know that its arguably pointless. I like to tinker with my pc, as do alot of other people.

Yeah, I've already optimized my fans for noise, avoiding a steep fan curve. Also, just checked out your custom arcade fightstick, looks sick.

Temps?

You've got very good cooling on it so it's no wonder why it hovers around 4ghz.

Mine also ramps up to 4200mhz on couple cores during desktop low-end work which is just xfr2 kicking in even with the stock prism. For gaming it hovers 4100mhz.
