RX 570 is faster then the 1650. You can get the RX 570 8GB for around 100 ish USD used on eBay.

Depends on budget, because you can get an RX 570 for 70$ less right now. Neither card is going to do 1080p ultra well in a lot of latest releases, so it's not like it really matters, and the FPS difference is not big at all. So it comes down to price, as well as if you're just upgrading an OEM system with a GPU with low enough requirements where it runs solely on the slot's power or not.

I actually own this exact model of GPU, is like a GTX 980.
For 1080p high (CMAA/FXAA) is GOOD enough , the 4GB VRAM are ok.
If you like ultra and max AA the 4GB VRAM may be too few.

The GTX980 is in the GTX1060 6GB and Rx 580 class.

As much as we'd like our hardware to be better than it is the Rx 570 is comparable to GTX 1060 3GB / GTX970.
