Internet keeps cutting out during downloads
So I've been having this problem where whenever I try to update something large (Like Rust and Arma 3), the internet cuts out and the download won't work anymore, as well as any other internet-based applications. Anything I can do to fix this?

slow steams download speed

steam -> settings -> downloads
limit bandwidth to about 75% of your download speed

Does your whole internet cut out? Meaning also on other devices?
Get a router that isn't crap.

(and as user before mentioned: reduce download speed for a temporary fix)

If the room is warm and the router is cheap it could be overheating, put a fan on it (router, modem or both) and see if that helps. disclaimer - experience with a Tenda router...

No; is the PC connected to the home network via Ethernet Cable or connected via Wireless
You don't know the difference?

The speed reduction of steam solved it? Could be plain and simple overheating of your WiFi card.
