As a precaution I'd change the PSU. 10 years is pushing the limits of engineering, even for the best and most expensive PSUs.
Oh that's interesting. It's probably not your CPU, I'd blame the motherboard for that.
XMP should never cause problems. I would RMA the motherboard, it's relatively new and you should have no problem getting it replaced. That very much could cause your stutter. Swap the PSU anyway, even the best PSUs will struggle past 10 years of age. It's time for a new one, whether it fixes the problem or not.
Faulty psu generally gives you crashes, not shutter.
You should check the temperature of the cpu and GPU.

Yep. They can cause a whole peck of trouble - I thought my GPU had died a few weeks ago, but it was just an MS update wreaking havoc. It re-installed DirectX and everything was fine.
