Reset the cmos, then enter windows safe mode and disable that app. Once able to get back into Windows normally, uninstall that app.

You don't even need it aside from monitoring which you can do with...

CPUZ
GPUZ
Msi Afterburner + RTSS

Ensure to install latest amd ryzen chipset driver from amd.com and once installed and system restarted, go to control panel, power options and set this to either the amd one or high performance.

ok thanks a whole lot for the help but i figured out i saved the stock settings on one of the profiles on rysen master and after fighting it for a while it finally allowed me to apply it so it hopefully is fine now.
As far as I know AMD recommends the balanced power plan for the second Ryzen CPU generation.

The default settings of the Game Mode profile doesn't overclock the CPU in any way, only if you change the settings of the profile it will change the CPU frequency and RAM frequency.
The Game Mode profile will only be applied if you click apply in the Ryzen Master application. If you start from cold boot, the factory settings are loaded.

also do you think my stupid mistake might have caused damage? it was running quite high at voltage 1.6-1.7 volts idle at 3900 Ghz plus it would play morse code when booting and i have no clue what the volts went up to when i attempted started a game

Install the latest BIOS update for your motherboard and the latest chipset driver from AMD.

The high voltage of 1.7V could have damaged your CPU ergo reduced the life expectancy of your CPU. But I don't think anyone in here can tell you by what factor. As long as your CPU works as intended, don't worry too much. Your CPU didn't get too hot, otherwise the thermal protection would have kicked in and shut down your system.

How did you notice that your VCore was that high?

The VCore shouldn't have climbed much higher than the 1.7 V under stress. The frequency and VCore peak all the time while being on the desktop for example. A Ryzen CPU doesn't behave the same as an Intel CPU.
Under the assumption that you (didn't change the CPU Loadline Calibration and) didn't disable the CPU Over Voltage Protection in the BIOS, you should be fine.

Check your motherboard's manual for the meaning of the morse code.

You should be able to get an allcore clock of 3.9 GHz with less than 1.3 V (~1.275 V) without problem. But each chip has its own peculiarity.
But the VRMs on your motherboard also play a role for the success of an overclock.

after fixing it morse code is gone and according to rysen master it was idling at like 1.63V and it works fine now i got it back to 1.35V idle and i learned my lesson i will never under any circumstances click the game mode tab again or open rysen master infact i might uninstall it and just use CPU-Z because CPU-Z is idiot proof

Just take time to read the manual:
https://www.amd.com/system/files/documents/ryzen-master-quick-reference-guide.pdf

The Creator Mode and the Game Mode are 2 preset values. If you click on Reset Profile Button, the values in the selected profile will be overwritten with the default values which are the initial values obtained at first launch of AMD Ryzen Master application.

Please share these settings with us.

I also own a Ryzen 5 2600 and have tinkered with Ryzen Master. The preconfigured Game Mode does not apply any Overclocking at all on my CPU. The Game Mode is intended only for Ryzen and Ryzen Threadripper processors offering more than 8 cores when running games

If you OC via Ryzen Master, test your profile with the apply & test button.

ok also i realised i read it wrong it wasnt idle at 1.6 it was 1.16 so i didnt damage my cpu. also i fixed it i reset it all to factory and it runs 1.15-1.16 while idle

so i only somehow upped the Ghz to 2900 and volts were not touched. Anyways im glad its fixed and im glad i figured out that i didnt damage it. my only guess to how it happened is that i previously messed about with it but never applied it. And when i was looking at it today seeing if i could activate precison boost overdrive which after the fact i found out my mobo doesnt support it. I saw it say save and apply and me being dumb i thought ill just click that see what it does if worst comes to worst i can just restore my pc to a previous date. So i made a forum then tried to restore to a previous date and it didnt work.

For XFR 2, PBO 2 + AutoOC to work, an X processor is required. It should be independent of the chipset used on the motherboard.
If you OC the CPU yourself, this features don't really matter.

I hope you misspelled and meant 3.9 GHz, otherwise you underclocked your CPU.

yea i meant 3.9
Just Uninstall it. Dont really need it except maybe for monitoring purposess. Never OC cpu via software.
