I'm on a PC and use and Android so this looks suspect to me. I have a lil feeling that someone I know is checking up on me some how.

It's HTML5. It's harmless. HTML5 is the markup language used to build websites.

It defines the XML version, then links a external file containing the defenitions of custom elements which don't appear to do anything shady.

And then it actually uses the elements which were defined in that .dtd file.
