What your screen resolution?
The only way to gain performance / FPS is by lowering the game settings, and using a lower screen resolution. Ensure you don't have anything in the background hogging your system resources.

I dont keep the game settings high to be fair I did have a gtx 950 2gb and bought that not expecting the greatest of performance but definetely expected better when putting in the gtx 770 4gb. my screen resolution is 1360x768
I try to keep my pc simple and really do only use it for gaming so I am really not sure where else my performance could be
The Q9650 is just too weak due to those games being heavily cpu-performance dependat.
Fortnite and CS GO: hugely 1 to 2 core performance dependant, you are running 100% on one or 2 cores.
GTA V, PUBG: hugely multi-core dependant. The 4 weak cores is just not sufficient and you're running all of them at 100%.
Ring of Elysium: Early Access game with Early Access level of optimization, might be using only 2 cores.
In addition, you might be thermal throttling.
CSGO is at 100+
GTA is fine visually and performance wise (cant find fps)
Fortnite is pretty much locked to 60fps with 16ms
R.O.E is early access and having frame issues apparently
PUBG 30-40
I would like to hope it is my QX9650 cpu
I dont plan on using the machine for much longer, It was just a machine i wanted to put together after gathering dust for a few years of not working as Ive had some good memories with it
I shall just keep tinkering around with it and monitor the performances and see how it goes

Well the CPU is extremely old. Even a modern 8th or 9th gen i3 would stomp it easily. The GPU is pretty old too, mid-high range from 2013. You could always migrate the GPU to a new system, but it's much closer to needing an upgrade than not.
i5 7400 and your cq2 are both 3ghz with 4 cores
