Something wrong with DirectX and installations.

I just got a new PC and something seems to be wrong with my games installing. From what I can gather it likely has something to do with DirectX but I am still unsure. TF2 and Garry's Mod both Install, but when it comes time to launch, they will bring up "First Time Set-UP: Installing Microsoft DirectX (Step 1 out of 1)," and then proceed to close the window with no installation. Does anyone know of a fix from Steam or somewhere I can download the proper DirectX files from?

I've been trying articles online, their solutions either aren't comprehensive or aren't very successful.

I'm on Windows with a Acer Nitro 5 (AN515-54).

have you installed directx runtimes yourself yet manually?. if not try doing that. https://www.microsoft.com/en-us/download/details.aspx?id=35

So I tried that and I got directed to a "dxerror.log," and a "directx.log," so I get this from DXerror log: "Failed API: InstallAssembly() Error: (0x80070005) - Access is denied."

Does this mean I have to run as administrator or something else?

Seems like something is up with the priviledges. Yeah, try running it as administrator. Is your account admin?.

I ran as administrator and I got the same message of "Access is denied."

C:\Program Files (x86)\Steam\Steam.exe
You need to right-click (for Properties) and go to the Compatibility tab.
You'll see a box that says "run this program as an administrator".
repeat for
C:\Program File(x86)\Steam\steamapps\common\TF2.exe
and also
C:\Program File(x86)\Steam\steamapps\common\Garry's Mod.exe

Create another admin account. Try installing from that account?. Might work.

Unfortunately both running as administrator and using a new admin profile both haven't worked. Does anyone know of any reliable website that could help?

Reboot maybe. Are you an administrator?

Occam's razor at work. For whatever reason, the same issued appeared once, I hit the play button a second time, the downloader then downloaded normally. Thanks for all your help, guys, I really appreaciate it.
