No need to update Bios or touch the bio settings unless there is a definite improvement for a problem.

If this is not the issue and standard troublshooting does not work (removing all non-essential hardware and such) the bios might indeed be broken and you might have to flash it using soome external tools. What's your motherboard model?
This board seems to have soldered bios (photos on manufacturer's site are not great in terms of quality), so it might be a good idea to find someone with the tools needed.
Also, what CPU do you have?

There is a warning to install: AMD all in 1 with VGA driver ver:18.10.20_NHDA" or a later version before updating to this BIOS.
Cpu is supported i think, amd ryzen 3 1300x, supported since 2.5
I cant go in bios, so i cant use default settings.
The bios chip is soldered i know, thats why i should just buy a new one, because i dont have the equipment?
And last:
The downgrade was because i read the warnings after update and llagging, like install stuff before update, so i just followed the instructions by downgrading i guess.

I dont have other components to try it with. (Maybe my brothers cpu, but im 99% sure its not cpu problem)
And its not starting when i dont even have ram and gpu in it... It should work like that right?

I am going to ask some local pc shop about repair, but if its costs as much as a new mobo, then i dont see the point in it.
Programmer and soldering equipment is not basic home stuff that everyone have.
