Help Identifying change in quality from 75hz moniter to 60hz
On my 75hz moniter I get way less fps and everything appears more pixilated, the moniter is kind of bigger but it has the same resolution. I'm playing Escape from tarkov. I get 85 on just the 60hz one and 60-70 on the 75hz one:

Philips Brilliance 22BC - 60hz
ACER - KG221Q Full HD 21.5" LED Monitor - Black - 75 hz

ACER seems to be brighter but worse quality, anyone help?

The fps should not differ simply because of the set refresh rate.
Refresh rate just means that's the max fps it could draw or sync. Fps above the refresh rate is wasted and often results in visual tearing.

Yeah, I'm wondering is there a way I can see the contrast and brightness of each? So they look similar

adjust bright/contrast the settings on the monitor

Also your eyes can be deceptive.

Back away from the monitors, but have them side by side displaying an rgb color test pattern on them. Then use some sort of half decent camera, like a modern smart phone camera if you must and get a good clear picture of both monitors display that image. By viewing it after taking a picture, you should be able to tell which monitor needs adjustment and where, such as for the r, g, b... brightness, contrast, etc.

Then after an adjustment looks ok to your eyes, take another picture and from that picture, determine where further adjustment may be needed until both monitors match up as best as you can.

What interfaces do you use? What videocard?
Yes make sure all connections are digital and vga is not in the mix
