Didn't understand what u mean by "with a GTX 1070" tho. CPU doesn't care which GPU you use.
fx at 4.4ghz, thats about equal to a current cpu around at 2.2ghz
fx cores pairs share l2 and fpu
I have the sameish FX8350 4.4ghz / GTX1070 / 32GB.
Yes there are countless benches showing how much better it'll be but personally I don't have problems playing my games smoothly and maxed out.

Depends on the game ^. GTX980ti and GTX1070 are somewhat same performance
For me I'd consider upgrading with Ryzen 3xxx when available.
What games specifically give you grief?
I think Snow was mistaken with PII that's the one that you'd bump the NB Freq.
Ya the FX8xxx all I do is volts if needed and multi.
And _I_ likes to exaggerate across the board, not all games are created equal.
