Does the NZXT h700i allow for a vertical gpu mount? Also does the smart device allow to connect 5 rgb fans

The motherboard mounts so the slots are in the rear of the case. So no, you can't mount a GPU vertically.

Regarding the smart device

Smart Device
3 x Fan channels with Max 10W per channel output*
1 x RGB LED port support up to 4 x HUE+ LED strips or 5 x Aer RGB fans
Built-in noise detection module
*Note: If a splitter is used, fan control is regulated depending on the fan connected to the 4-pin port. Do not use low-noise adapters.

The H700i doesn't support vertical mounting out of the box, but even if it did, those mounts are way too close to the side panel, which is an airflow issue that can only be solved by taking off the side panel.

However, as the H700i has 7 PCI-e slots, you can install a custom vertical mounting bracket like the one from Cooler Master that requires 7 slots. I can't really confirm that it will work perfectly with every 7 slot case as some may have to be modified to properly mount it.

or if you lay the case down or stand it on the face, the gpu will be vertical

else you can look at the cube shaped cases
http://www.coolermaster.com/case/lan-box/haf-xb/

the case has a rgb fan controller for 5 of its rgb compatable fans

there are a few flavors of rgb ligiting/fans ect..
5v 281x uses a serial signal to control each led in a strip
or most 12v strips use common+ and pull down for each color to control the entire strip

Cablemod sells a vertical gpu kit that should fit.
