Unusual huge screen tearing
Screen tearing from desktop and browser, huge screen tearing in games that feels like the monitor is going to tear in real life. Latest gpu driver, good temperature, clean pc, vsync always on. What is the problem? and how can i fix it?

Win10
i7 2600
R9 270 with latest driver
Asus H61M-E
8gb Ram
1TB Seagate
256GB Hitachi

V-Sync alone does not prevent Screen Tearing. Screen tearing only happens when the screen is out of sync which happens in 2 cases:

1st: you get more FPS then your monitors refreshrate (V-Sync or FPS limtier help)
2nd: You get less FPS then your monitors refreshrate. Means that your monitors refreshrate has to be adpated lower with either G-Sync or FreeSync.

Also are you sure it is screen tearing and not some kind of another artifact?

any game, already edited my post for specs.

ive been using this pc for 5 years without changes in hardware, this only happened this past month so i really dont think im having problem with a vsync, i cant really describe how the tearing looks, but in my words, it looks like a screen tearing but also looks like the screen is getting pulled or warped it also looks like it is waving.
