safe underclock/undervolt? Do I need?
My friends from steam, first sorry for my bad english.
Lucky me, I'm going to get a gift for bithday(last 4 years whitout) and it's a RX 580, but I have only a corsair cx 430 and I use 5 12mm fans on my computer(very colt), so my max gpu cpu temporature was 60°c and 30° for the cpu on a day 38°/40°c deggres.

I'm affraid of don't have power to RX580, Do I need to make a onderclock/undervolt for now, see what happens or unplug 1/2 fans?

The CX 430 will work just fine. Assuming your machine is a average modern home/gaming system and not some old HEDT. It will not pull much more then 300w with the RX 580.

Inside the Radeon Crimson control panel you can play around with power modes in Wattman, switch this to power saving if it makes you happy.

Why do you want to disconnect fans? Fans only use a few watts.

Good, because the 12V rail is only 336W.
depending on the card and the game, a system with an rx 580 can definitely pull more than 300 watts from the wall.

if you want to underclock and undervolt in wattman to save power, i would try
highest frequency - 1300
voltage - 1000mv
