In value at that level, performance & internal component quality (particularly around the VRM), it took the pack in my book.
But that's only if by "best" you did actually mean Top-Tier. Once you step off the very top models (basically what Sammy listed) there is a pretty quick drop off in the Z390s & Z370s for that matter.
If you don't mind droppoing a few superfluous bells & whistles (as well as "cutting edge" bragging rights). The Gigabite Z370 Gaming 7 is a very competent board with great OC support at a significantly better value. It is in fact what I opted to go with (I also backed off the 9900K for the 9700k just based on the performance/value curve).
I took the MSI Z390 with 9900k and hardcore cooling 5.1ghz
My next mainboard will be a gigabyte ^^ but maybe a msi.
i had the Pro version of the gigabyte ( ^^'...)
It is a real hard question ^^' but I took the z390 godlike
I ask myself now..should I sell the msi and buy a gigabyte ^^?

For non-overclocking, pick the one with the appropriate mobo layout for your needs.
