for a non k, the stock cooler is fine

or tx3/t4 for sub 100w cpu

Well since it's the locked version, it's probably best you stay with the stock cooler, but if you care about style more, then go with something like the hyper 212 evo, don't do any liquid cooler aio. It's a waste of money, even though there are some pretty cool aio's for 50 dollars, it's pretty pointless when you aren't overclocking.

The thing is, while I was playing AC Odyssey I got temps up to 100C, after changing thermal paste it lowered but it still reached 93C sometimes.

Noctua NH-D15 should be a good option, but consider that is very big and be sure your case size is enought for that big colossal monster.
Sure, that's a great option. But if he does care about looks I don't recommend it because most people don't like the look of the fans. Or just replace the fans instead.

I edited the post, he can consider the Cryorig, than looks better, the bad thing of Noctua is that you say (fans doesn't match with too many setups).

Also he can consider for a Corsair H45 Hydro with 120mm radiator, i'ts a very great choice for less budget and very great performance.

I have to add that most liquid cooling cpus are almost the same performance as the best air heatsink, and some have a very tight price. You should only go for a high end aio in case you wish to overclocking your cpu, just like as indicated by the guy above. (and your cpu does not support that for not having the unlocked cores).
What do you mean? My cpu has unlocked cores.

Thank you all for the recommendations.

To be clear, I know that mine is locked.

Hyper 212 EVO is a good option if you have a Case with a backplate install cutout, otherwise you'll have to remove the motherboard to install coolers that require backplates.

And you say you reapplied paste
in what manner and how much did you put?

I used the 'one point' method shown in this video (I put a bit more than what is shown in the video):
It's at around 2m 26sec

Option 1 or Option 2 or Option 3, i use 3 myself, never failed me once. i usually put a small dab on the cooler after.
While heat may be mainly in the middle it does spread out, so its good for the entire CPU to have a coating of paste on it, even if the cooler doesnt cover the entirety of the CPU.

Never tried the heatpipe method so cant comment on that

But all in all, applications rarely look 'as good' as they do in the video.

the stock cooler may be fine for general use but not for gaming

If your getting to 100C that is definetlly to hot. The CPU starts throttling and it will lower the life of your CPU substantially. I would recommend the Noctua NH-D15 previously recommended. It is generally considered the best air cooler right now. The Hyper evo 212 is also good but not quite as good as the Noctua. But your only talking a couple of degrees Celcius. Make sure to use a good thermal TIM ( Artic MX4 or Thermal Grizzly Kryonaut recommended )and dont put on to much. Put a pea sized blob in the middle. or in a line down the middle or in an x pattern. But I prefer the pea sized blob. There are videos all over the internet on doing it properly. Also don't tighten down the coooler to much. Make sure to tighten the bolts in a cross pattern and just a little teeny bit past finger tight. Some coolers actually have stops on the brackets or spacers that dont allow you to tighten past the proper place however.

I don't recall saying anything about my CPU the OP has the i7 4790 and I have the i7 4790K so I'm not sure what you're going on about me saying what CPU I have.

Update:
I opened the side of my case and now I'm getting 70-80C while playing AC Odyssey. This is not a solution but it might be useful info.

Not shocking because AC:O is still new with plenty of performance issues, and you're using hardware that is just starting to show its age.

While a beefy air cooler from Noctua would help tremendously, it'll still run pretty hot on games that push your CPU's limits. Better off just getting a CM Hyper 212 EVO or Cryorig H7.

Then you aren't getting adequate air flow into your case... Even if you spent 50+ on a beefy air cooler, it won't do much if it's not getting enough air.
