Personally I'd go with Arctic mx4 (I've found it to be very good over the years) or thermal grizzly conduconaught (I think that's the paste and not LM), they are both very good, long lasting and reasonably priced, but really all pastes are fairly close to one another (within 1 or 2 degrees).

If you really want an actual temperature decrese you have to delidd and switch the thermal paste with liquid metal and replace the IHS with a alrger CNC pur copper IHS.
Thermal Grizzly Conductonaut is the Liquid Metal. It applies easier then Coollabratory Liquid Ultra but performs slightly worse within margin of error.
