Note that you need fast DDR4 for Ryzen. They can't be used with DDR3.
Also don't go for a 1700X and B350, go for 2600X + B450.

Don't need a Ryzen 5 2600X though. The gap between the 2600 and 2600X is really small, for an extra 30$ that can be allocated elsewhere in the build. Both can be overclocked anyway, so you can bring the 2600 to the 2600X's speed and beyond that with overclocking, which can be more viable if you have that extra 30$ to your budget on a better cooler.
If you really want extra power, you're better off just going all the way with an 2700X.
And the 2600 is much cheaper than the 1700x, while performing pretty much the same.
And the 2600 can be overclocked, so it should allow even more headroom, only problem is you'll be down 2 cores and 4 threads, in most use cases, this isn't a problem, as gaming won't use that many yet.
And you're gonna need some 3,000-3,200mhz DDR4 RAM. Anything less will gimp Ryzen.
I should have probably stated along with this upgrade i bought 32GB of DDR4 Ram 3000hz, I honestly wasn't aware of the Ryzen 2 until after i bought the parts, idk if they would have still been in my price range though
Also should i do the clean install before i switch parts or after the build is complete?
I should have probably also stated that my GPU is a Gigabyte GTX 1060 6GB, idk if that makes a diffrence but yee
Edit I've also got the 1060, but with 2600x, I'm more than satisfied with my cpu
