Can my pc run Cyberpunk 2077 ?
Specs I know old tech too lazy too buy a new computer when this one still works fine.

i7-2600k 3.4 cores

16G Ram

GTX 960 4gb vram

Windows 10

WIll I be able to run this game on low settings at least or is my rig too old to handle it ?

Indeed will have to upgade likely soon just trying to put it off for as long as possible. Likely Cyber monday 2019 I will get a new PC.

Rumors are it needs a i5-2500K / FX-8320 and a R9 380 or GTX 960 2GB for minimum, recommended says i5-4670K / R5 1600 and 1070 / Vega64.[www.game-debate.com]

I just upgraded my 2500k / 8gb to a 2600x / 16gb to use with my trusty R9 390 specifically for this game.

CPU still does very well if you can OC it
But yeah, the GPU definitely needs an upgrade more than the CPU does.
