Intel CPU not turbo boosting
I have an i5-4460 3.2Ghz thats suppose to turbo boost to 3.4ghz. The problem is it doesn't turbo boost when it's under load (like when playing a game).

How are you monitoring clock speeds? Use CPU-z or HWMonitor to get accurate reading.

Because there you need the cores not a single core.
Turbo boost only boost 1 core and "disables" the others to allow the CPU to boost without getting hotter or consuming more power.

Set power mode to performance and be done with it.

That is the max turbo boost. It will likely not boost to this speed when all cores are boosting.

Max Turbo Frequency
Max turbo frequency is the maximum single core frequency at which the processor is capable of operating using Intel® Turbo Boost Technology and, if present, Intel® Thermal Velocity Boost. Frequency is measured in gigahertz (GHz), or billion cycles per second.
