which windows? if its win 10 and fast boot is activated you can still boot it from a restart option inside windows
It literally will just splash to the blue Windows 10 screen as soon as I hit the power button. There's no way to hit del or anything anymore. It's almost as if it's not picking up the keyboard until afterward. Should I switch to my 2nd bios? Or would that not matter?
I actually went and turned off fast boot and still no luck

Many Notebook don't actually turn off when you hit shutdown. They go to hybernate. So when you press the power button again they will resume and skip the POST, meaning you can't enter the bios.
To get around this, hold the Shift key and select restart from windows. After that you will get an aditional menu. The first entry will read "Continue" wich basicly means doing a complete cold reboot. That should enable you to enter the BIOS again.

It has to be a power setting of some kind.
@OP:
If you are using Windows 10 or windows 8/8.1, make sure that "Fast Startup" is disabled.
Do the opposite of this instruction (make sure Fast Startup is disabled in stead) for Windows 10

When fast startup is enabled, you do not have access to the bios.
it also is saying fastboot is only working after a shutdown not a restart.
but I can just go into my bios either way.
even when fastboot is also enabled in the bios.
edit: on my old laptop I can't enter the bios after a shut down but it works fine after a restart.

No....I’m talking about Fast Startup. They’re two totally different things.
I did make a mistake calling it fastboot the first time when I ment fast startup but boot and startup is the same to me.
but you could have worked that out with the quote I posted that is written with the w10 setting.
anyway not a problem to acces bios with fast startup enabled.

anyway you can acces bios when you have fast startup enabled so you where wrong about that.
Here is an alternative way you can access the BIOS on restart...keep in mind it is a little bit more advanced and you may have to turn the option off when you log in.
