i click restart nothing happens i have to be in the page to restart to work..then its just the loading blue dots...tried to force start in services but then it gives me error:"windows could not start the windows defender service on local computer
Error 0x8007005: Access is denied."

Same for windows search (says index is off)
last thing is Windows Update issue:Window defender antivirus KB2267602 (Definition 1.275.1362.0)
It'sees to download and start installing but at 66% it gives this error:

Did you install any other anti-malware or antivirus software?
Uxot 2018年9月18日 13時24分
Well i have to install Avira meanwhile until i find the problem..before format i had Avira for a while before switching to Win Def but never had any issue until yesterday..

Well finally found the issue:Permissions issues..i dont know how and why but:

regedit.exe -> "Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Defender" Right click permissions and makes sure system has full control if system is not there add it and put full control Also in advance makes sure owner is SYSTEM

Same for windows search and if it works dont change owner.

If you had to manually change that stuff, something screwed up your OS.
Wipe that clean and start over. Never install any of those free anti-virus, every single one of them are junk. You have Windows Defender, use that. If you want a real AV, buy a good one, like Kaspersky or Malwarebytes. But for starters, Defender + Malwarebytes Free is enough.

Go download the latest Win10 64bit 1803 from MS' website and re-create USB Flash Drive.
Wipe out that old OS and start fresh. This way can be sure nothing else in the registry is screwed up.

Welp it seems fine for now if something happens again ill ...format again -_-
Run a full scan with Malwarebytes and select the options for:
> click Scan on left hand side > Custom Scan

> Checkmark on all 4 boxes on left
> Checkmark on all Drive Letters

See how that goes.

I did alot of scans and nothing was found
Whenever you install an antivirus software on Windows 10, Windows Defender gets deactivated. I almost hate to say this but you may want to find the remaining traces of Avira Antivirus in your Windows Registey using Registry Editor, and delete the registry keys related to it.

Was this the first time you had a full reboot after uninstalling the other antivirus software?
But if that was all done correctly, you should no longer see the Windows Security/Defender icon showing its face down in Notification bar, and definitely not a Red Flag or X

Now if your installed Anti-Virus was disabled in any ways, that might then force a Red Flag or X to show up because it would be Windows Security as a whole that is flagging that.

Windows Search / Indexing is rather needless and is generally a good idea to force disable that by going to Computer Management > Services > Windows Search > Properties > Stop > Disable; then restart your PC. This does not stop Windows Searching / Cortana functions from working; it simply puts a stop to the needless Indexing bull crap.

Obviously something simply was not done correctly because Windows Updates will no longer download Defender Updates once that is disabled, which it should be automatically whenever you install a proper Anti-Virus that offers Real-Time protection; since having both is simply pointless.

what? i had Avira BEFORE format no issues for years, after this format i had this issues with avira not even installed i installed Avira because win def was off.
Then something forced it off and made those registry changes.
Hence why we're suspecting an infection of some kind.
Which is why I would suggest a clean install of Win10 64bit 1803
It is possible you might have (inadvertently) installed a rogue software, which "looked and sounded like" Avira's AntiVir? There's one called "Antivir 2010" which is NOT legitimate.

i installed Avira AFTER all this happened when i saw that Win Defender was off lol

Seems fine for now..i see no weird process running in the background or in startup, services etc

I ran Rogue Killer,Malwarebytes,Avira, even windows defender today only thing found was sentinel.exe (rogue killer) which is for my Sentinel Advance 3 which i got form official site (cooler master portal)
Please share the "ABOUT" page within your actual AVIRA app please.
There are many fakes and look-alike apps out there.

Avira doesn't have About..but i got it from www(dot)avira.(dot).com official website.
It does have an ABOUT page, I'm looking right at it. Whatever part of the application that displays the break-down information about the app, such as version, etc.

Overall, I would just uninstall it, I mean what the heck are people downloading these free junkwares for anyways.
