the xeon is a first gen i series 1366 xeon
a new pentium g or i3 will beat that

The i3 8100 is a good budget cpu ^.

That is only the memory controller native support. On most Z77 motherboards, you can OC memory up to 2133Mhz.
Yup the i7 3770 takes DDR3 and given the choice I'd also take the i7 3770 4c/8t over the i3 8100 4c/4t .

Ps, even if it downclocks the 1866 to 1600 it'll work no biggie.
That never matters, what matters is what the Motherboard supports; so go by that.

Some cheap boards might only allow DDR3 @ 1333 or 1600, some can accept higher, like 1866/2133/2400; you can tell pretty much right away via the Motherboard makers site, just google the model of the Motherboard and look for the official website from the brand maker.
Corsair Vengeance or GSkill RipJaws 4 are good choices for those, as they support Intel XMP
