If you haven't set the monitor itself to 75 either via a selection or overclocking, then of course Windows won't show higher.
does your video card support more than 60hz refresh? Are you connected with the proper cables?
The manual says to get 75hz @ 1920x1080 you have to use DisplayPort connection. If you're using HDMI, switch to DisplayPort. And it must be directly connected to the video card's DisplayPort Port. No adapters. No converters. Direct DP <-> DP cable.
my graphics card is also a gtx 1060 and how do i switch to displayport

You get a displayport cable and you plug it in to the displayport port on your video card, and then in to the displayport port on your monitor, and then it works.
I think when they sent me the monitor, they sent me a vga cable, hdmi cable, and there were other random cables. Do you think of them is a display port cable?

are you trying to change the refresh rate via windows or nvidia control panel?
Well I want to be able to play games and see 75 FPS and I was in the nvidia control panel trying to see if it was 75 Hz
